PT_BR The Federation of Agriculture and Livestock of Mato Grosso (Famato) hosted, on the morning of this Tuesday (October 21st), another meeting of the Agro MT Forum. The meeting brought together representatives of the main entities in the rural production sector to discuss the progress and concerns surrounding the revision of the Socioeconomic Ecological Zoning of Mato Grosso (ZSEE-MT).
The meeting was attended by representatives from Famato, the Mato Grosso Breeders Association (Acrimat), the Mato Grosso Swine Breeders Association (Acrismat), the Mato Grosso Cotton Producers Association (Ampa), the Organization of Brazilian Cooperatives in the State of Mato Grosso (OCB/MT), the Mato Grosso Seed Producers Association (Aprosmat), and the Mato Grosso Bean, Pulse, Special Crops and Irrigated Crop Producers Association (Aprofir). Also present were representatives from the Mato Grosso Soybean and Corn Producers Association (Aprosoja-MT), state deputies, and technicians from the entities that make up the Forum. Representing Famato were President Vilmondes Tomain, directors Ronaldo Vinha (Institutional Relations) and Robson Marques (Administrative and Financial), as well as superintendent Cleiton Gauer.
The morning's agenda was dedicated to the analysis of the State's Socioeconomic and Ecological Zoning, led by Famato's Land Affairs analyst, Dione Castro, who presented a detailed overview of the ongoing technical studies and the monitoring carried out by entities in the rural production sector. According to him, the ZSEE is a territorial planning and management instrument that guides land use and occupation in the state, seeking to reconcile social and economic development with environmental preservation. The zoning divides the territory into zones and subzones, defining economic potential, environmental restrictions, and guidelines for the sustainable use of natural resources, serving as a basis for public policies, environmental licensing, land regularization, and long-term planning.
Dione explained that Famato's technical team is meticulously monitoring each stage of the review process, which is being developed by the Federal University of Viçosa (UFV). Among the ongoing activities are the updating of socioeconomic and environmental databases, the revision of the categorization criteria for zones and subzones, and the creation of recategorization maps at a scale of 1:250,000.
He emphasized that the analysis is conducted in a technical and meticulous manner, focusing on the coherence between methodology, indicators, and territorial reality. “What we are doing is a detailed analysis of the economic, social, and environmental reports, seeking to harmonize methodologies, update indicators, and ensure that the data reflect the reality of the state. Our objective is to ensure that zoning is a technical and balanced instrument that allows for sustainable development and preserves the legal security of producers,” he stated.
According to the presented schedule, the ZSEE review should be completed by UFV before the 2026 state elections. Regional assemblies and public consultation will take place in March and April. The finalization of discussions and the submission of the document for approval are planned for 2026. Dione also informed that Famato recently received and is currently analyzing the fourth version of Booklet 4.3. The next steps include guideline workshops with the working group and the Executive Branch, scheduled for the last week of January and the first half of December.
The president of Famato, Vilmondes Tomain, emphasized that the Federation is responsibly and attentively monitoring all phases of the process. “The revision of the Socioeconomic Zoning is a topic that directly impacts the present and future of our state. Famato is rigorously monitoring each stage, both technically and institutionally, seeking to contribute with consistent information and the perspective of those who live and produce in the countryside. It is fundamental that this process guarantees a balance between economic and social development and environmental preservation, without compromising legal security and productivity,” stated Tomain.
Famato maintains a permanent dialogue with the other entities of the Mato Grosso Agricultural Forum, with the state government, and with the Legislative Assembly, reinforcing the importance of reviewing the zoning in a participatory, technical, and transparent manner. The objective is to ensure that the ZSEE (Ecological-Economic Zoning) is consolidated as an effective tool for territorial planning and the promotion of sustainable development in Mato Grosso.
