PT_BR The Federal Government published this Thursday (07), Decree No. 12.711/2025, which changes the rules for hiring professionals to work in ante and post mortem inspection in slaughterhouses. The measure meets a demand from the Mato Grosso Pig Breeders Association (Acrismat) which for almost two years has been asking for an increase in the hiring of veterinarians to enable slaughterhouses that slaughter pigs to be certified with the Sisbi seal, which allows the marketing of these products throughout the national territory.
The new measure makes it easier to hire veterinarians, allowing establishments to use professionals from accredited private entities, in addition to public servants. This change should expedite the accreditation of meat processing plants with the Brazilian System of Inspection of Products of Animal Origin (Sisbi), paving the way for more units in Mato Grosso to obtain the certification and be able to sell pork throughout the country.
According to the decree, the inspection may be carried out: by seconded public servants; through technical cooperation agreements between federative entities; by autonomous social services; or by accredited legal entities, contracted by the meatpacking plants themselves, at no cost to the Union.
The change addresses a demand presented by Acrismat to the Ministry of Agriculture and Livestock (Mapa) and the Mato Grosso Agricultural Defense Institute (Indea-MT), following warnings about the shortage of veterinarians available to inspect plants in the state—a factor that had been preventing the accreditation of new slaughterhouses in the Sisbi system and limiting the growth of pork production. “This is an important victory for Mato Grosso's pig farming industry. The lack of veterinarians was hindering the advancement of slaughterhouses and, consequently, limiting the sector's growth. With the new decree, it will be possible to expedite inspections and expand the marketing of our pork nationwide,” highlighted the president of Acrismat, Frederico Tannure Filho.
Understand what changes
Sisbi-POA is a system linked to the Ministry of Agriculture and Livestock that standardizes and recognizes inspection services for products of animal origin in states and municipalities, allowing certified slaughterhouses to market their products throughout the national territory.
With the change in the decree, companies will have more autonomy and flexibility to ensure the presence of veterinarians on the slaughter lines, an essential condition for obtaining the certification.

The Sisbi-POA (Brazilian System for Inspection of Products of Animal Origin) is part of the Unified System for Attention to Agricultural Health (SUASA), coordinated by the Ministry of Agriculture and Livestock (Mapa).
The seal aims to standardize and recognize the equivalence of state and municipal inspection services to federal standards, ensuring the safety and sanitary quality of products of animal origin.
For the production sector, recognition in the Sisbi system represents market expansion and increased competitiveness. With it, certified meat processing plants and agro-industries can market their products throughout the entire national territory, and not just within their state.
In Mato Grosso, obtaining the certification is seen as strategic for the growth of pig farming, as it allows the opening of new markets for Mato Grosso pork, increases the production and processing capacity of meat processing plants, generates jobs and income in producing regions, strengthens the agro-industrial chain, and encourages the formalization of the sector. “The SISBI certification opens doors. The more certified meat processing plants, the more opportunities for producers and the stronger the pig farming sector in Mato Grosso,” reinforces Frederico Tannure Filho.
