The lack of diesel in Rio Grande do Sul is once again worrying the sector at the start of the summer crop planting season. On Monday, September 14, 2026, the Rio Grande do Sul State Agriculture Federation (Farsul) sent an official letter to the Director-General of the National Agency of Petroleum, Natural Gas and Biofuels (ANP), Artur Watt Neto, requesting action in light of new reports of restrictions and delays in the delivery of fuel to rural producers.\n<\/p>\n

The concern is mainly related to the timing of the harvest, with a limited agronomic window for planting crops; delays in supply could prevent mechanized operations from being carried out at the appropriate time. According to Farsul, the situation could cause delays in planting, a reduction in cultivated area, and impacts on productivity.<\/p>\n

The warning is also reinforced by recent history. According to the organization, similar problems were recorded between March and April of this year, during the harvest of... rice<\/a> and soy<\/a>During that period, even with the Alberto Pasqualini Refinery (Refap) operating normally and with stocks considered sufficient in the state, there were limitations in supply to producers, Transporters-Resellers-Retailers (TRRs), gas stations and municipalities.<\/p>\n

The restrictions led to the interruption of agricultural operations and affected approximately 170 municipalities, according to Farsul. The organization also reports that the price of diesel reached R$9.00 per liter in some sales, while supply difficulties also affected essential public services. The impact of a new price increase could be significant for crops in Rio Grande do Sul. Studies by Farsul's Economic Advisory indicate that a 21.11% increase in S10 diesel, rising from R$5.97 to R$7.23 per liter, could add R$612.2 million to the direct costs of mechanized operations for the state's main crops. In a more critical situation, with the price of fuel reaching R$9.00 per liter, potential losses could reach R$1.47 billion, according to calculations released by the organization.\n<\/p>\n

In addition to the direct impact on rural properties, Farsul also highlights the effects throughout the supply chain. The increase in diesel prices raises both production costs and transportation expenses, potentially impacting the economy and the prices of food paid by consumers.<\/p>\n

Another point raised in the document is the difference between prices practiced in the Brazilian market and the international benchmark. According to a bulletin from the Brazilian Association of Fuel Importers (Abicom), cited by Farsul, the national price of diesel remained below import parity throughout August, with a shortfall of up to R$ 2.56 per liter. The entity also mentions the subsidy of R$ 1.00 per liter announced by the Federal Government on September 9th. For Farsul, the measure needs to quickly translate into greater fuel availability, regular deliveries, and price reductions.<\/p>\n

Given the risk to the agricultural calendar, the Federation requests that the ANP (National Agency of Petroleum, Natural Gas and Biofuels) immediately inspect the distributors operating in Rio Grande do Sul, paying attention to the service provided to TRRs (Regional Transport Companies), independent gas stations, and municipalities in the interior. Farsul (Rio Grande do Sul Federation of Agriculture) also requests the regionalized disclosure of stock levels, orders received, volumes delivered, refusals, and service times, as well as clarifications on the criteria used by distributors to determine the allocation of available volumes.\n<\/p>\n

Among other requests are investigations into possible unjustified refusals to supply, product withholding, discrimination between buyers, or artificial limitations on supply. The Federation also requests information on the import schedule and the practical effects of the subsidy announced by the Federal Government.<\/p>\n

The document also requests that the ANP present the results of the investigations carried out after the problems recorded between March and April and establish a contingency plan for periods considered critical for agribusiness in Rio Grande do Sul, especially during planting and harvesting.<\/p>\n
