Published in June, the decree motivated the extension of the Chamber&#039;s work so that the collegiate body could analyze the impacts of the new norm and incorporate its guidelines into the proposal to create a state PES model focused on the Pantanal.<\/p>\n<p>The rapporteur for the Thematic Sector Chamber and livestock analyst at the Federation of Agriculture and Livestock of Mato Grosso (Famato), Marcos Carvalho, emphasized that the federal regulation represents a milestone in recognizing and remunerating those who provide environmental services.<\/p>\n<p>\u201cThis regulation has been awaited for years and represents an important step forward for those involved in conservation. Especially for the Pantanal, this brings legal certainty to the producer, in addition to recognizing the environmental service they provide. Now, the next step is to discuss financing mechanisms and ensure that resources reach those who preserve the biome, which is the rural producer,\u201d he stated.<\/p>\n<p>The meeting brought together experts, representatives of institutions, rural producers, and parliamentarians to discuss how the new rules broaden legal certainty, strengthen governance, and create mechanisms to finance the remuneration of producers who conserve the biome. The contributions will serve as a basis for improving Bill No. 442\/2025, authored by State Representative Dr. Jo\u00e3o, which proposes to establish a state program for payment for environmental services in the Pantanal.<\/p>\n<p>State Representative Dr. Jo\u00e3o highlighted the importance of the technical work developed by the group to structure a public policy aimed at valuing producers who preserve the Pantanal.<\/p>\n<p>\u201cThe Pantanal is a world heritage site that needs to be preserved, and the Pantanal people are fundamental to making that happen. We need to create public policies that value those who conserve this biome. The work of this Chamber is essential to building solid legislation, based on studies and the participation of all of society, that benefits those who truly protect the Pantanal,\u201d he said.<\/p>\n<p>According to data from Embrapa Pantanal, approximately 95% of the biome&#039;s area is comprised of private properties, highlighting the strategic role of rural producers in environmental conservation. Currently, about 83% of the Pantanal&#039;s vegetation cover remains preserved.<\/p>\n<p>During the meeting, technical contributions were also presented by Diogo Martins, representative of the Brazilian Association of State Environmental Entities (Abema), and by Heitel Silva, representative of the Inter-American Institute for Cooperation on Agriculture (IICA), an international organization specializing in sustainable agricultural development and rural well-being in the Americas.<\/p>\n<p>The Thematic Sectoral Chamber is now entering the final phase of its work.
