The executive order published by the United States government last Friday (20) significantly altered the tariff regime applied to imports, with direct effects on the Brazilian agenda. According to a technical note from the Ministry of Development, Industry, Trade and Services (MDIC), 46% of Brazilian exports to the US market, equivalent to US$ 17.5 billion in 2025, will no longer be subject to any additional surcharge.<\/p>\n

The measure expressly revokes previous orders that imposed specific tariffs of up to 40% against Brazilian products and also replaces the so-called reciprocal tariffs with a global rate of 10%, applicable to all trading partners, with specific exceptions. The US government has indicated the possibility of raising this percentage to 15%, but the formal act has not yet been published.<\/p>\n
According to MDIC calculations, approximately 25% of Brazilian exports to the US, equivalent to US$9.3 billion, will now be subject to the new uniform tariff of 10% (or 15%, if the increase is confirmed). Before the change, approximately 22% of Brazilian sales faced surcharges ranging from 40% to 50%.<\/p>\n
Another 29% of exports, or US$$ 10.9 billion, remain subject to the sectoral tariffs provided for in Section 232 of US trade law, an instrument applied based on national security arguments and which is applied linearly between countries, depending on the product.<\/p>\n
Gaining competitiveness\u00a0<\/strong><\/p>\n According to the ministry, the new regime increases the competitiveness of Brazilian industrial sectors in the US market.<\/p>\n Photo: Allan Santos\/PR<\/p>\n<\/div>\n Among the sectors that will benefit are machinery and equipment, footwear, furniture, clothing, wood, chemical products, and ornamental stones, which will no longer face rates of up to 50% and will now compete under an equal tariff of 10%.<\/p>\n In agribusiness, fish, honey, tobacco, and instant coffee will also see a reduction in the tariff rate from 50% to 10%, lessening the disadvantage compared to other international suppliers.<\/p>\n One of the most significant changes involves the aeronautical sector. Aircraft have been excluded from the new tariffs and will now have a zero tariff rate for entry into the US market, previously subject to 10%. The MDIC (Ministry of Development, Industry and Foreign Trade) emphasizes that the product was the third main item in Brazil's export portfolio to the US in 2024 and 2025, with high added value and technological content.<\/p>\n Business relationship and technical reservations<\/strong><\/p>\n In 2025, trade between Brazil and the United States totaled US$82.8 billion, an increase of US$2.2 billion compared to the previous year. Brazilian exports totaled US$37.7 billion, while imports reached US$45.1 billion, resulting in a deficit of US$7.5 billion for Brazil.<\/p>\n Photo: Disclosure<\/p>\n<\/div>\n The ministry notes that the figures are estimates, since the tariff codes were published in the HTS (Harmonized Tariff Schedule) nomenclature and subsequently consolidated at the six-digit level of the Harmonized System (HS6), which may generate variations in the calculated values. Furthermore, the actual application of tariffs in the US may depend on additional criteria, such as specific destination or end use of the product.<\/p>\n In a recent statement, the Vice President and Minister of Industry, Foreign Trade and Services (MDIC), Geraldo Alckmin, stated that the reduction of surcharges opens up opportunities to expand the trade partnership with the United States, highlighting the importance of the North American market for Brazilian manufactured goods.<\/p>\n The new tariff configuration eliminates the high tariffs targeted at Brazil, but consolidates a uniform taxation model that keeps a significant portion of exports subject to additional taxation.
