Government of Goiás opens public consultation on updating legislation on bioinputs

The Government of Goiás, through the Goiás Agency for Agricultural Defense (Agrodefesa) and the State Secretariat for Agriculture, Livestock and Supply (Seapa), opened a public consultation process on Monday (14/04) to obtain suggestions for updating the State Bioinputs Program. The consultation with the population is part of measures planned to adapt and review state laws – No. 21,005/2021 (State Bioinputs Program) and No. 19,423/2016 (State Pesticides Law) – which regulate the use of bioinputs and pesticides in the State, following the new federal legal framework for biological inputs, established in December of last year by Law No. 15,070/2024.

The objectives of the update include aligning the state regulatory framework with federal legislation, reinforcing the legal distinction between bioinputs and pesticides, reviewing concepts, categories and sanctions based on technical and consistent inspection, encouraging sustainable practices and expanding incentives for the use of biological inputs in Goiás.

The president of Agrodefesa, José Ricardo Caixeta Ramos, highlights that Goiás was a pioneer in creating the State Bioinputs Program in 2021, and once again reinforces its commitment to staying up to date with public policies and sustainable practices applied to agriculture. “We were a reference for other states with the publication of state legislation and now we seek to further strengthen and innovate sustainable production systems by updating the legislation on the use of bioinputs in the state,” he emphasizes.

Next steps
With the end of the consultation period, the contributions will be analyzed by the Working Group, formed by employees from Agrodefesa and Seapa, and may be incorporated into the final version of the legislative proposal. The WG should also present this semester the proposal for a specific model of incentive, management and inspection for bioinputs at the state level, in addition to the draft of a new State Law on Bioinputs, including aspects of inspection, registration and incentives, which did not exist in the 2021 document.

“Just as it does with pesticides, Agrodefesa will monitor the trade, transportation, use and production of bio-inputs in production units for their own use, to ensure compliance with legal requirements. These are ways of systematizing and ensuring quality issues, which can affect the production and productivity of Goiás’ agriculture,” emphasizes Leonardo Macedo, Agrodefesa’s Plant Health Manager.

Other aspects that will also be taken into account by the group include the review of the State Law on Pesticides (State Law No. 19,423/2016) and its regulatory decree (State Decree No. 9,286/2018). “Since a large part of the bioinputs are linked to plant production, replacing or complementing the action of chemical pesticides, this work also includes issues related to the State Law on Pesticides, where we may present, if necessary, a proposal aligned with the new federal guidelines”, adds Leonardo.

It is the product, process or technology of plant, animal or microbial origin, intended for use in the production, protection, storage and processing of agricultural products or in aquatic production systems or planted forests, which interferes with the growth, development and response mechanism of animals, plants, microorganisms, soil and derived substances and which interacts with the physical-chemical and biological products and processes.

“Bio-inputs are already a reality in our state and one of the trends in innovative, environmentally recommended practices that are beginning to be adopted worldwide. We expect the review of the state’s legal framework to be finalized this semester, so that we can advance even further in the use of these products and in the modernization of our agricultural sector, which is increasingly sustainable and an example for everyone,” concludes President José Ricardo.
